Zell Miller Scholarship

A merit-based scholarship program for Georgia citizens with a record of academic excellence, the Zell Miller Scholarship. This scholarship offers funding to help students pay the tuition and other fees associated with attending a postsecondary school in the state of Georgia.

Students must have an ACT or SAT score of 26 or an overall high school GPA of 3.70, as determined by the Georgia Student Finance Commission (GSFC), in order to qualify for the Zell Miller Scholarship. Students must also be enrolled in an undergraduate program leading to a degree and meet all HOPE Scholarship eligibility conditions. Receiving Zell Miller funds does not, however, necessitate full-time enrollment.

Basic Qualifications

Students must fulfill basic conditions for the Zell Miller Scholarship program in order to be originally awarded following high school graduation and retained while enrolled in an accredited college or university (postsecondary institutions). A student who qualifies must:

  • Fulfill the conditions for qualifying non-citizens or U.S. citizenship;
  • Meet the Georgia residency criteria for postsecondary schools;
  • Be registered as a degree-seeking student at a USG, TCSG, or Georgia-based private college or university that meets the criteria for Zell Miller eligibility;
  • Abide by Georgia state law regarding registration requirements for the Selective Service. Males who were born on or after January 1, 1960, who are at least 18 years old, citizens or eligible non-citizens who immigrated to the country before the age of 26 are required to register;
  • Meet academic performance criteria;
  • Having all student debts and other financial aid obligations in good standing;
  • Adhere to the 1990 Georgia Drug-Free Postsecondary Education Act;
  • Not to have surpassed any HOPE program’s maximum award restrictions.

Students must not have any outstanding federal or Georgia state student loans, grants, or scholarships. Before Zell Miller Scholarship eligibility can be verified, a student’s federal or State of Georgia student loans must be fully returned or the default status must be remedied. On a scholarship or grant program run by the state of Georgia, students cannot owe a refund. Before eligibility for the Zell Miller Scholarship may be verified, the refund amount must be paid in full.

Residence in Georgia

The qualified college or university determines Georgia residency for the State Programs. The institution or university may demand proof of Georgia residency.

  • For students enrolled at a University System institution, residency is determined in accordance with USG Board of Regents policy.
  • For students enrolled in a Technical College System institution, residency is determined in accordance with TCSG policy.
  • Georgia Residency Requirements at Private Institutions rules are used to determine residency for students attending qualifying private institutions.

Sizes of the Zell Miller Awards

2022-2023

The complete cost of in-state tuition for 2022–2023 will be covered in full by the Zell Miller Scholarship. For two semesters of attendance and 15 credit hours per term, this comes to a maximum of $10,258.

In addition to the maximum amount stated above, the Zell Miller Scholarship will also cover the cost of summer tuition per credit hour for students who are enrolled for the summer semester.
